Rare, but disruptive
Snow in the lower valley is unpredictable. Some winters barely see any, others bring several heavy dumps followed by freezing rain. Because it's rare, many homeowners don't own the equipment to clear a long or steep driveway.
Higher areas and the eastern end near Hope get more snow and colder nights, so a seasonal contract makes more sense there.
